HICDA BYLAWS

  1. ORGANIZATION

    1. The league shall be known as HICDA.

    2. The HICDA shall be governed by the board and shall be composed of seven elected officers. They shall be nominated by the general membership prior to the spring banquet at which time the elections will be held. The seven board members are exempt from membership dues. Their term of office shall be one calendar year, except the President. Their duties are as follows:

      1. The President is the Chief Operations Officer (COO) of the HICDA. He/she shall chair the board and preside over league meetings. He/she shall be responsible for proper operation of all league functions. The President is a non-voting member except in circumstances of a tie. The President although does have the right to veto any vote in the best interest of the league.
      2. The Vice-President shall assume all executive duties in the Presidents absence. He/she shall assist the President in completing league business as deemed necessary. In case of a vacancy of the President the Vice-President will assume the office. The Vice-President’s office will be filled by nominations and elections by the general membership as soon as possible.
      3. The Secretary shall maintain an accurate and official record of all association proceedings. He/she shall publish a newsletter to the general membership when directed by the President to do so.
      4. The Treasurer shall receive and maintain custody of all funds and shall promptly deposit all monies received. He/she shall keep a correct account thereof and pay all orders properly drawn. He/she shall be required to submit a Treasurer’s report at each meeting. His/her signature will be one of the three valid signatures on the HICDA checking account (two signatures will be needed on each check written.) The Treasurer at the discretion of the HICDA board shall submit the books for an audit at any time.
      5. The Rules and Protest Committee chairperson shall preside over the rules and protest committee, which consists himself/herself and two other elected persons, and to bring any necessary matters to the board.
      6. The FDA representative/tournament director shall conduct all league sponsored/sanctioned tournaments. He/she also will represent the HICDA at all official meetings of the Florida Dart Association. The FDA representative/tournament director is a paid position. The amount of payment is determined by the board.
      7. The Past President shall assist with the orderly transition of the new board and is a voting member of the board for the year following his/her presidency. If the off going president is elected for a board position again, then the current past president will remain.
      8. The Board shall, with input from the general membership, determine the schedule for league play.


    3. Other positions elected by the general membership within the organization are as follows:

      1. The Statistician shall be responsible for all documentation of league match results. He/she shall be responsible for the mailing list of all members. The statistician is a paid position. The amount of payment is determined by the board.
      2. Rules and Protest Committee consist of the Chairperson and two other elected persons. Their primary duties are:
        1. regular review of rules and by-laws, including any proposed amendments, making recommendations to the board
        2. review and settle official protests
        3. immediate arbitration of disputes during official competition
        4. regular site surveys of participating sponsors
        5. this committee shall have the right to investigate the character of a league member and report to the league with their recommendation as to what action should be taken
        6. This committee shall appoint four other members for the purpose of impeachment of any board members due to inappropriate actions. The committee will present their recommendations to the general membership for a majority vote.
      3. Sergeant at Arms keeps the meetings orderly and is appointed by board as a non-voting position.


    4. Team Captains are selected by the HICDA members they represent. Their duties are:

      1. team roster assembly/maintenance
      2. fees/dues collection and forwarding
      3. proper match documentation/distribution
      4. voting representation at league meetings
      5. match management/discipline
      6. rule familiarity/adherence on the part of all team members
      7. as directed by the board


    5. The HICDA general membership, open to adults (age 21 and older) of any gender/preference, race, religion, or national origin, also has certain duties and obligations. They are as follows:

      1. timely payment of all league fees/dues
      2. timely and reliable participation in scheduled league events
      3. familiarity with, and adherence to, all league rules, with emphasis on good sportsmanship
      4. participation in the captain and officer selection process
      5. above all, have fun while allowing other members the same opportunity


    6. Participating Proprietors can not sponsor more teams than they have boards and must maintain a minimum of two darting sites per team playing at the scheduled time. The throwing lines, their conditions, surroundings, etc must remain acceptable to the rules and protest committee. Without presuming to run any aspect of their business, HICDA expects the proprietorship to maintain a safe and normal pub-style atmosphere during official events. HICDA in turn pledges cooperation on the part of the officership/membership.

    7. A manditory minimum of 3 GENERAL MEMBERSHIP MEETINGS will be imposed and scheduled as follows:

      1. one at the beginning of the fall dart season
      2. one prior to the end of the fall dart season to discuss the end of the season banquet
      3. one prior to the end of the spring season


      The membership meetings will be held in no less than 3 weeks prior to each season ending. In addition, one manditory CAPTAINS MEETING will be imposed per season. As necessity dictates, the president may call a league meeting, either a general membership or a captains meeting at a time/place of choice. To execute association official business, a meeting must have a quorum in attendance. A quorum shall be defined as:

      1. four of the seven board members and
      2. a simple majority of the current team captains (more than half)

      Meetings shall be called either for the purpose of organization (pre-season general membership) or for decision making (elections, rule changes, cash expenditures in excess of $300.00, etc) Simple information distribution shall be affected, without meeting, by some alternate method.


  1. LEAGUE PLAY
    1. Prior to the start of the league season (September through June), sponsors shall provide the league with team rosters. A roster shall bear the given (not nick) names of six to eight team members. It must also designate the team name, the sponsoring location/phone number, and the name, address and phone number of each team member.
      Accompanying the roster shall be the annual sponsor fee ($25.00 for the fall season and $25.00 for the spring season, it may be paid all at one time if desired.) and the individual annual membership dues ($25.00 per calendar year) Players joining HICDA can pay either $35.00 for the full season OR $20.00 per half season.
      During the final 2 weeks of seasonal play, rosters shall be deemed frozen. If a member wishes to change teams, it must be done in the first half of either season. Members may play for only one team at a time and are considered eligible to play when the statistician is in receipt of appropriate dues, which may be submitted with the scoresheets.
    2. Match play shall be routinely scheduled for Monday evenings beginning at 7:30 PM (+ or - 15 minutes) Rescheduling of any match may occur at the agreement of both captains and with the approval of the President, provided the completed scoresheet still reaches the statistician within two weeks of the original scheduled date.
    3. The scoresheet shall be supplied by the designated home team. Captains shall fill in their line-up one section at a time and do so in the blind, unless agreed upon by both captains. Players shall be designated by the first initial, last name, clearly written. No nicknames shall be used.
    4. At the conclusion of each match, both captains shall review the scoresheet for accuracy, signing when satisfied. The first copy, along with the match fee of $6.00 per team, shall be forwarded to the statistician by the home team captain, posted no later than the day following the match.

  1. MATCH PLAY
    1. The game related rules of HICDA match play shall be governed by the current FDA tournament rules, which are incorporated herein by reference.
    2. Because of frequent changes, HICDA match format shall be described in detail on an addendum to these rules.
    3. A team may compete in match play without regard to the number of members in attendance. However, each player may participate in a maximum of five games (one per score sheet section). A team may elect to play in multi player games with fewer than the specified number of shooters, realizing that for each player missing, the team loses three darts per round.
    4. All games shall commence within a five-minute grace period once the announcement has been made by the home team captain.
  1. M.V.P. SCHEDULE
    1. In all 01 games, MVP points shall be awarded according to the following schedule:

    2. In all cricket games:

      All darts counted for MVP purposes must be scoring darts in the game being played. If a player changes from one division to another in the middle of a season, he/she shall carry their MVP points earned to that point up to the max leading points in that division.

      Scores submitted for high-in consideration must have been scored in a double-in game.

      Award one MVP for each member of a winning game.

      In a forfeited game the player(s)shall be awarded 1 MVP point and the team shall recieve the game points.

  1. PUNITIVE PROCEDURES
    1. Any team unable to appear for a scheduled match by 7:45 PM shall suffer a complete match forfeit.
    2. Incomplete team representation (minimum team representation is 1 player) or non-compliance with the five minute grace period rule may result in game forfeit.
    3. If victorious, participation of an ineligible player(s) shall result in the loss of all game points and game winning MVP points. The ineligible player shall score no MVP point(s).
    4. Out-of-turn play shall result in score forfeit and loss of turn by player throwing out-of-turn.
    5. As determined by the board, penalties ranging from temporary match-point suspension to monetary fines or individual team sanction/termination may result from a variety of well-supported rule violations. Such violations include, without being limited to:

      1. fees/dues unpaid
      2. score sheet late
      3. game rule infractions
      4. personal conduct violations
      5. non-representation at scheduled meetings ( 5 point deduction if no team representation at 2 scheduled meetings)


    6. Should a protest event occur, the involved captains shall complete the match, if practical and clearly notate on the score sheet (under “remarks”) with the word PROTEST. The plaintiff captain shall establish telephone contact with a member of the rules and protest committee within 24 hours. A written complaint shall follow within 48 hours. The committee shall review all available facts in an expedient manner, rendering a full decision as appropriate.
  1. PERSONAL CONDUCT
    1. Dart play is a genteel pastime for gentle persons. The board shall deal swiftly and harshly with personal misconduct. Even relatively minor misconduct shall be deemed valid grounds for a protest and may lead to a variety of penalties.
    2. The board reserves the right to suspend or terminate any individual team, sponsor or pub for actions/conduct not deemed in HICDA’s best interest.
    3. HICDA members barred by a particular pub/proprietorship shall be deemed ineligible for league play in said establishment.
  1. BY-LAWS
    1. These by-laws supersede FDA by-laws and Roberts Rules. Any subject not covered by these by-laws shall be subject to “Roberts Rules of Order”
      1. A general membership meeting shall be called for the purpose of amending these by-laws, by a two-thirds vote.
